First its probably "Battle Square" you want to speak about, not Battle Ground (race vs race world)
Secondly, its 100% normal to hold as much items as you can to make yourself and your team the needed items.
Since you need multiple items to refine the stones and the boss ONLY spawn every 1h which mean there is a limited amought of items per day.
The stronger team/player will hold it as much as it can and people who are weaker wont have access to the drop until the boss are free or you kill the player farming the boss already.
This is a PvP game, everything is related to PvP, bosses are ONLY for 1 player, not all player who kill a boss get the drop.
So no, this is not something you SHOULD have access to, this is something you SHOULD fight for.
Also, there are less used floor like lv50 and 70 where you can drop items to refine lv2-3 like you said,
but the "authority of loser" Needed to refine LEVEL 4 combinated, have only 1 floor where it drop, so it leads to stronger players winning always.
Level 4 refine have only a 10 to maybe 20% chance of success depending if you use lv2 or 3 stone, so dont think anyone will hand over for free their chance at getting them
