Increase Cooldown of Toxic Hands Debuff

Orbiter can disrupt the attacks (including auto attacks and skills) in nearly permanently chain. There is no counter play at 1v1. So Increase the Cooldown. Archer can't spam restrain also. So it should have the same amount of Cooldown or atleast a % chance to get in or not like shadow chaser.

Thats like saying remove halt. Also orbiters debuff also does damage.

Thats like saying remove halt. Also orbiters debuff also does damage.

Toxic Hands = Halt with 100% success rate(Except SB) + DMG sounds a bit OP
