Are HH weapons bugged?

Hello people,

are HH weapons bugged? 

At the introduction of HH meta all HH weapons were givin INTELLIGENCE as a replacement for original 24 HEROIC dmg. Yesterday or two days agoo i saw HH weapons were givin standard 24 heroic dmg and today again intelligence. Idk are they bugged or am i missin something?

Can you fix this pls and bring back 24 hh dmg as it was original, because not all classes benefit from intelligence. I understenad that 92 elite weapons are 1st choice for most people, but HH can still be useful until you get cooldown/+1 on your weapon. They still got some nice stats (dodge,cast,some stats etc.)

Or maybe a suggestion:

Since HH skills are blockable now, it would be maybe nice idea to intruduce +24 ALL STATS on all HH weapons instead of that intelligence/heroic dmg (i am not summoner or swash player) or something else to make them more comparable with elite weapons lvl 92. It shouldn't be that game changing i think. Or is it a bad idea idk ?

We have a HH meta and there are no HH wepons around or there are few

Ppl dont craft hh weapons coz stats are by far worst than elites
changing stats may help , but my opinion is that all hh parts.weapons must change!
for example u cant have ignore def on hh blunt when blunts skill buff is ele dmg ( ppl who use blunts play cast)
