Tutorial / Elementalist at Ice World

Hello, could anyone give me advice how to level up at Ice world being elementalist?  I'm 74 and I can slow down monsters only by -50%. Sorc has 4 m.speed debuffs and mage has 3 so they can easily reach -100% m.speed.

Who is the best class in your opinion and why? I see a lot of changes for some classes. Do you think they are well balanced?
