Title: DOT - useless skills

I propose to change the operation of DOT skills because they only work if the person is not stunned, DOT activates very often, almost never.
And such classes as elem sorc this DOT helps a lot.
I propose to change everyone who attacks a given person receives a DOT or you choose a target
