Given the current drop rate and additional item drop stats, I suggest removing rare and unique items from the game because they quickly become invisible. As for beginner players, make them level 5 elite and give them 1 LT, or give them a starting level 1 weapon with some damage to make it easier for them to get started, and for a month, a true poison set.

True poison set at lvl 1 & HH at lvl 100 (so they can do both early + HH easily) : Good idea
Removing rare/unique items not sure, because it's still a source of gold (even if not such an oustanding amount) for them early..
Giving them more access to Lucky Tickets (regardless of the way) could be a smart idea. At the moment LT's mostly are accessible for people who do BG bosses (too hard for early players) & tesseris (same).. That would probably also help them getting items without having to pay too much from very bad items in AH.
Mostly interesting suggestions, worth thinking about some improvements.
EDIT: But in any case, it would need to be monitored to avoid any kind of abuse. Maybe make the LT's bound on account (those specific "low level friendly" LT's).. or some stuff like that. Because else, we can already foresee it being abused by some players..

It is difficult. Starting players aren't as equipped as your farming chars and can't collect thousands of archondrites nor billions of gold to craft lucky tickets, and that's precisely why we suggest an easier access to some specific low-level designed lucky tickets for these players (a bit like the free lucky ticket given in eternal battlefield start) so they can at least get an interesting weapon or piece or armor.
That would definitely be new-comer friendly. But of course the tickets they get themselves should be bound and event, else the method would be abused by the same ever players and ruin the server's economy more than they already did ;)
I wouldn't be impacted by that change, and none of us "endgame" players would be impacted at any point bu that.
It's all about thinking outside the box and trying to make the server a better place for everybody, and not only people who have played here for years.

It need to be a method which supports new/returning player, but not been worth for current players to abuse it.

i aggree on this new/returning player have it hard and should be helped with a starting gear to be able to accumulate some gold for eclipse and not to use their archondrites from the start .

Yes, players come and try to buy a realm that no longer exists.(ice,light,poison realm) Add it to event rewards. Same with Eternal Battlefield. Starting there without items is difficult. Should a starting player spend real money? Seriously?

There's only one way for new players to catch up to veterans: increase the item drop rate in the Shinewood map! Anything else is just nonsense!

What is wrong with ur brain ?
New players / return players will not go shinewood because of the gear diference so putting more drop in shine is useless for them only benefit is to veteran players .
only way to make people join the server is too make it easier for them at the start , so giving them realm gear and make it playable in HH would be a good option so they can focus on making gold for getting starting Elite gear .

How new player can reach shinewood if they cannot gear up first ?
Right now the only way they can get gear is to craft Lucky tickets with archondrites and that is not efficient enough for them .
Before adding more drop to shinewood, make it so they can get decent gear first to go shine and then we can see if it needs change of drop in shinewood !

That doesn't make sense because :
1. It will allow your farmers to have higher drops and higher amounts of materials, they never stopped farming even when all their characters were done because then they can sell all the items they farm
2. Since your players have a huge part of the day when there is no one else connected due to timezones (and worktime), it will benefit them more than any other player
3. New players can't even level properly because the main spots are taken by bots- sorry controlled farmers from some people (both sides are accountable for this)
4. New players will most likely not be able to join any guild because if they join the enemies of our side, we will kill them, if they join us your side will kill them, if they are none they have a 50% chance to get killed by our side, and a 99% chance to get killed by your side because they farm on the spot you want to bot- sorry control farm on
5. Shinewood is the one and only endgame map with Infernum, and both of them are just UNPLAYABLE for any new/returning players
Your mates (not you specifically here) want to monopolize everything, yet you keep crying that there is no new players, no competition, no fights, nothing
While in the meantime 99% of your actions are to demotivate any new player, demotivate the enemies to join in any kind of fun, and prohibit any kind of competition
Like i said, instead of just being close minded and seeing only our own bellies here (YES here i point at EVERYONE), we all should put up together some good ideas that could help the server grow and not only ourselves.
So instead of acting all mighty and saying that since its RoG it is bad, just think out of the box and look at the overall situation of the server and players
