Actually:
Cast Time: 90%
Cooldown: 90%

Suggestion:
Cast Time: 95% (5% more)
Cooldown: 90%

Actually casting feels really slow and this is a crit meta. :'(

Ofcourse we need 95% cast, its always been like that.

I don't know why they chose to cap it at 90, I mean crit class are advantaged right now in farm and in PvP.
