Title: scream coldown

Is it possible to limit the use of scream in the game? For example, waiting 120 seconds for each use. People are chatting using scream. It is very difficult to follow the trade in the game.
Also, is it possible to add a click option to the name of the person using scream? Is this possible ?

No, read faster. If i have to log 5 clients to shitpost in /scream i will. Btw, im not shank(Invictus)
