Title: You cannot form a party?

Every time I try inviting an alt to party the game gives the error "you cannot form a party"

Other players can invite me to their party but I can't form one, any ideas why?

1 You are in BG you cant party anyone outside and inside only from same race.
2 You are already in party whit someone and you not leader.
